PayPal’s official website now inlcudes the Philippines as a Send-Receive-Withdraw country. What does this mean?

PayPal Philippines account holders can send AND receive payments. Not only that , they can also withdraw funds to a US bank account in the or to a US-based credit, debit or prepaid card.
